This is my second consecutive sudoku ever. So just to clarify: in left lowermost 3x3 there is an unmarked consecutive pair (a 9 in column1, row7 and a 1 in col1 row8). Is this an oversight or does the rule only apply to the marked cells?

Now to clarify you doubt. 9 and 1 are not Consecutive Numbers, so these are unmarked.
